The altered rule
Three choices, carried for life.
At thirteen, every citizen receives the Three: three non-replenishable deployments. Each use permanently empties one visible indicator. A lawful or morally justified decision is still spent.
The system is not merely a tool for self-defense. It is a social contract. Equal access to irreversible power changes the incentives beneath ordinary life.
The mechanism is simple. The civilization is the story.
Living beneath the premise
What one rule reorganizes
01 · Childhood
Issuance at thirteen
Children can learn the law before they understand what it will feel like to live inside it. Parents often hope their children will die with all three—not as an achievement, but as evidence that life never demanded the decision.
02 · Law
Judgment without restoration
The law can investigate a deployment, establish facts, and determine whether a citizen acted within the system. It cannot return what was spent. A unanimous finding may settle the public question while leaving the private one untouched.
03 · Reputation
A visible, incomplete biography
The indicators reveal a count but not a life. Other people know that something happened; they do not necessarily know what, why, or who the citizen became afterward. Society fills the gap with stories.
04 · Crowds
Responsibility distributed
When every witness can intervene irreversibly, responsibility may become so evenly distributed that the crowd grows contemplative. From outside, moral calculation can resemble indifference.
05 · Language
The conditional and the remembered
Those with all three still say if I had to. Those who have used one speak from memory. A deployment changes not only the past but the shape of every remaining future.
06 · Intimacy
Power inside relationships
The Three enter relationships even when they remain unused. Partners live with questions about protection, loyalty, restraint, and obligation. Parents model attitudes toward power before a child reaches issuance age.
07 · Age
What restraint comes to mean
An elderly citizen with all three may be admired for restraint, considered fortunate, or quietly questioned by people who confuse an unused moral budget with an untested life. Age does not settle what restraint means. It changes the amount of time left in which its meaning can change.

The world becomes public when the stories earn it.
This guide contains established reader-facing material. Possibilities still being tested remain outside it until a story or explicit canon decision gives them a durable place in the civilization.
